There are some grey areas when it comes to cybernetics and magic-users, and obviously each agency/bureau may maintain its own file before the origins of an individual's abilities become clear. (If this were the DCU, for example, they'd probably each have their own file on Batman, along with supporting evidence for why he is clearly an alien/cyborg/demon/whatever, and according requests for additional funding. Actually, the human vigilante division probably wouldn't have him on file.)
