Yes, I know that's not what the phrase is, and Julian probably does to, but he's in the middle of something and has to make metaphors and strategise at the same time.
(I mean, I guess. It's always a little vague what these narrative boxes are. They're nominally internal monologue, but they're often conversational and peppered with directed cues - "you know," "I mean," etc - that make it seem like they're talking to somebody. I blame TV for infecting our medium with narrative devices like the post-battle interview or the Wonder Years style retrospective voiceover. Or maybe it's all The Punisher's fault.)
